I'm pretty amused by the following explanation: The fact that he needed to know was not known at the time that the now known need to know was known, and therefore those of us who needed to advise and inform felt that the information that we needed as to whether or not to inform the highest authority of the known information was not yet known, and therefore there was no authority for the authority to be informed because the need to know was not yet known, or needed.
Or another less-than-completely-straightforward version: I'm sure that if, you know, it's about something you should know, assuming that, you know, you didn't know about it already, then obviously, when you can know will be when we really know.
That's the consequence of having a system where "all have the power to stop something from happening but almost nobody has the power to make anything happen".随机文章:
